Rumphi Council says CDF to fund flagship projects
Rumphi District Council has outlined flagship projects to be implemented under the Reformed K5 billion Constituency Development Fund (CDF) to improve the delivery of public services in the district.
To ensure efficient implementation of projects, the council has approved a K20 billion 2026/27 Annual Investment Plan under the CDF with over 80 development projects expected to be implemented across the district’s four constituencies.
Speaking on Thursday during a Full Council Meeting, council chairperson Alfred Butao said the projects will improve service delivery and respond to challenges affecting communities in the district.
He said among the projects earmarked for implementation are construction of bridges, police units, guardian shelters at health facilities, water systems, classroom blocks and teachers’ houses.

Speaking on behalf of women in the district, Tiwonge Gondwe welcomed projects targeting women and young people.
However, she called for increased sensitisation on
procedures for accessing women and youth empowerment loans and bursaries under the CDF package.
“I am excited that there are specific projects addressing the needs of women and young people such as the construction of the guardian shelter at Rumphi District Hospital as well as women and youth economic empowerment loans,” said Gondwe.
Rumphi District Civil Society Network chairperson Jaih Kanyondo urged the council to ensure accountability and prudence in the use of public resources.
He asked the council to consider reviewing the pricing of some projects while maintaining quality standards in construction works.
Godfrey Chataya, a resident at Rumphi Boma, asked constituency development committees not to allow partisan politics influence their choice of loan beneficiaries and areas to enjoy development projects.
“This is taxpayers money, therefore, let all deserving women and young people access the loans. We also expect people with disabilities to access the loans,” he said.
The reformed CDF is one of government’s decentralisation initiatives aimed at promoting community-driven development projects and economic empowerment at constituency level.
